When the Master governs, the people
are hardly aware that he exists.
Next best is a leader who is loved.
Next, one who is feared.
The worst is one who is despised.

intention and projection /
in humanity
Embrace your brothers and sisters for the benefit of all. By your actions inspire them as you are inspired. Do it together. Make music.
Deep Waters Penetrated and drawn to the surface:
The Superior Person refreshes the people with constant encouragement to help one another.
There is a Source common to us all.
Jung named it the Collective Unconscious.
Others hail it as God within.
Inside each of us are dreamlike symbols and archetypes, emotions and instincts that we share with every other human being.
When we feel a lonely separateness from others, it is not because this Well within has dried up, but because we have lost the means to reach its waters.
You need to reclaim the tools necessary to penetrate to the depths of your fellows.
Then the bonds you build will be as timeless and inexhaustible as the Well that nourishes them.
One draws from the well
Without hindrance.
It is dependable.
Supreme good fortune.
The well is there for all. No one is forbidden to take water from it. No matter how many come, all find what they need, for the well is dependable. It has a spring and never runs dry. Therefore it is a great blessing to the whole land. The same is true of the really great man, whose inner wealth is inexhaustible; the more that people draw from him, the greater his wealth becomes.
Thunder comes resounding out of the Earth:
Similar thunder roars up from the masses when the Superior Person strikes a chord in their hearts.
Whip up enthusiasm, rally your forces, and move boldly forward.

Crime and punishment /
dispassionate decision /

Justice will have its due. If the law is clear and correctly applied, justice is swift and proper. Crime and punishment.
The merciless, searing judgement of Lightning fulfills the warning prophecies of distant Thunder.
Sage rulers preserved Justice by clearly defining the laws, and by delivering the penalties decreed.
Though unpleasant, it is best to let justice have its due.
A terrible reckoning is due.
A wrong will be righted — and even if it has been you who has been wronged, you will tremble at the terrible power of Justice untempered by Mercy.
Pray for your oppressor, that his punishment will fit his crime.
Penalties are the individual applications of the law. The laws specify the penalties. Clarity prevails when mild and severe penalties are clearly differentiated, according to the nature of the crimes. This is symbolized by the clarity of lightning. The law is strengthened by a just application of penalties. This is symbolized by the terror of thunder. This clarity and severity have the effect of instilling respect; it is not that the penalties are ends in themselves. The obstructions in the social life of man increase when there is lack of clarity in the penal codes and slackness in executing them. The only way to strengthen the law is to make it clear and to make penalties certain and swift.

Earth above and Earth below:
The Earth contains and sustains.
In this situation, the Superior Person should not take the initiative; he should follow the initiative of another.
He should seek receptive allies in the southwest; he should break ties with immovable allies in the northeast.
If a man is free of vanity he is able to conceal his abilities and keep them from attracting attention too soon; thus he can mature undisturbed. If conditions demand it, he can also enter public life, but that too he does with restraint. The wise man gladly leaves fame to others. He does not seek to have credited to himself things that stand accomplished, but hopes to release active forces; that is, he completes his works in such a manner that they may bear fruit for the future.
Beneath the Soil, the Seedling pushes upward toward the light:
To preserve his integrity, the Superior Person contents himself with small gains that eventually lead to great accomplishment.

If it is important enough, with no other options, fight the impossible fight. If you succeed, you can do anything.
Heaven shines down on the Marsh which reflects it back imperfectly:
Though the Superior Man carefully discriminates between high and low, and acts in accord with the flow of the Tao, there are still situations where a risk must be taken.
A one-eyed man can indeed see, but not enough for clear vision. A lame man can indeed tread, but not enough to make progress. If in spite of such defects a man considers himself strong and consequently exposes himself to danger, he is inviting disaster, for he is undertaking something beyond his strength. This reckless way of plunging ahead, regardless of the adequacy of one’s powers, can be justified only in the case of a warrior battling for his prince.
Heaven above and Heaven below:
Heaven in constant motion.
With the strength of the dragon, the Superior Person steels himself for ceaseless activity.
The time for action has come.
You now have the focus and the stamina necessary for accomplishing great tasks.
The path before you is being cleared and reward lies ahead.

The supports are failing. This is your warning. Do not be distracted by the noise. Find out. Show up.
This hexagram represents a decrease of the lower trigram in favor of the upper, because the third line, originally strong, has moved up to the top, and the top line, originally weak, has replaced it.1What is below is decreased to the benefit of what is above. This is out-and-out decrease. If the foundations of a building are decreased in strength and the upper walls are strengthened, the whole structure loses its stability. Likewise, a decrease in the prosperity of the people in favor of the government is out-and-out decrease. And the entire theme of the hexagram is directed to showing how this shift of wealth can take place without causing the sources of wealth in the nation and its lower classes to fail.
